Grounds for Removal/Dismissal

Grounds for Dismissal
A Twilight Sovereign may be removed from their position for:
  Deliberately endangering the Covenant or its members
Breaking trust by revealing Covenant secrets to outsiders
Extended abandonment of duties (beyond mission-related absences)
Actions that compromise the Covenant's mission or security
Loss of capability to fulfill sovereign duties
  Removal Process
  Concerns must be formally raised by at least two current Sovereigns
All Sovereigns must be notified and given opportunity to respond
A meeting of all available Sovereigns must be called
Removal requires unanimous agreement from all other Sovereigns
The accused must be given opportunity to defend their actions
If removed, the Sovereign's ring must be surrendered immediately   A dismissed Sovereign may remain within the Covenant at a lower rank if the remaining Sovereigns permit it.
