Saltspire

A Merfolk emissary enters inside the carefully crafted magic bubble that keeps the almighty sea outside, it was always the way of the people of this city to live like surface dwellers even in their noble and beautiful sea. A Triton noble gives a speech, patting themselves on the back for the establishment of a labor contract with the Tymenian Empire. The Merfolk rolls her eyes, these things always dissolve within the week, and not for the part of the other party. She attends the dinner and leaves as quickly as she came, more nobles wasting her time.
The large family of Locathah hum along to the tune of the patriarch, hammering away to repair fortification amidst the coral reef. They've been at it for weeks, and have yet to be paid the extra wages promised. Still, they toil away, for the world outside of the Ring of Poseidus is hostile, dark, and murderous. They must maintain their station; but as the patriarch hums his tune, he gives each of his children a knowing look. Their time will come.
A Triton's entire being flashes as he commands the magic of his god, firing bolts of radiant energy at the Merrow 'cross from him. The aquatic being hisses, and the Merfolk behind the Triton watch as their protector fires another bolt. The creature charges, and the Triton swivels his body, holding his shield up to ensure none of the civilians behind him are hurt.
These are the adventurers of Saltspire. It is a Triton society that places an immense amount of value in its caste system, and offers very little social mobility by design. This wicked sort of peace drives productivity up, but offers very little value to the populace at large. Still, those of the lower castes have their livelihoods scraped so they can just barely afford a life, and so they can scarcely afford to change their station so long as they remain.

Suggested Characteristics

Characters within the inner-most ring of the Eye of Poseidus, Saltspire, are generally laborers that work to keep the noble's amenities to par. Indeed, it is such that the upper castes enjoy the toils of the lower caste's, paying pittances for the jobs. It is only that the small joys of family, friends, and what small hobbies they can afford that the people aren't driven to despair.
An adventurer from Saltspire might not like discussing their past, for they may be embarrassed of their station, if not proud of their work. Or perhaps an adventurer is a member of such an upper caste, on a mission of some kind. In either case, consider what made your character leave Saltspire, were they willing to risk death in the outside for a chance at breaking the monotony? Are they a noble seeking a way to change Saltspire's ways? Or are they looking to find a reason to move up in the castes, and live in the comfort they work for?
